IP Commercialization Incentives Initiative

A national initiative designed to empower innovators, researchers, and companies in Saudi Arabia by providing targeted support for the development, protection, and commercialization of intellectual property (IP). The initiative offers a suite of in-kind services and financial incentives — including expert advisory, IP filing subsidies, and tax-based benefits — to accelerate the transformation of locally developed innovations into market-ready solutions that contribute to economic growth and technological leadership.

Objectives of the IP Commercialization Incentives

1- Enable the advancement and commercialization of high-potential IP

2- Provide access to specialized, in-depth professional support services

3- Promote sustainable innovation aligned with national priorities and global development goals

4- Strengthen Saudi Arabia’s innovation ecosystem and economic diversification

Eligibility Criteria

Researchers and innovators who own intellectual property related to the national priorities for research, development, and innovation, from the following sectors:

1. Universities, research centers, and hospitals

2. Individuals

3. Private sector

Types of IP Commercialization Incentives

1- IP Filing Subsidy: A standalone subsidy that covers selected costs of IP filing. Initially offered as upfront support, it will later transition to a reimbursement-based model.

2- Patent Box Regime: A preferential tax framework allowing companies to apply a lower corporate tax rate to income earned from licensing IP rights, selling patented products, or selling patent rights.

3- Technology Transfer Voucher: Advanced support for Saudi-based innovators, researchers, and companies in developing made in Saudi Arabia IP. This initiative enables selected applicants to receive vouchers for expert-driven services to bring innovations to market.
